Everybody across the globe, be it learner or professional, look forward to migrate to Canada for the betterment of their life. As Canada is a developed nation with enhanced economy, it offers immense job opportunities for training and learned workers. These include free health care, free education, protection under law, sponsorship opportunities etc. After residing for a period of 3 consecutive years in Canada, the PR holders are eligible to apply for Canadian citizenship. Express Entry system paves a swift way for migration of the aspirants. Because of these reasons, people from other countries lure to migrate to Canada.

Eligibilities and Requirements of Canada Immigration through Provincial Nominee Program

While Canadian provinces are bound to vaguely follow the pattern of the Express Entry program, they do have the liberty to set their own criteria when it comes to assessing the worthiness of a potential immigrant. Note here that each province determines its requirements individually and these can be changed at any time without prior notice.

  • A candidate’s occupation must be in the category designated by the NOC and be in-high demand.
  • All considered candidates must have a minimum work experience as designated by the provincial immigration authorities.
  • Each candidate needs to score at least the designated grade in language proficiency tests (IELTS for English and TEF for French) as per the instructions of the Canadian Language Benchmark (CLB)

Canada PNP Process 2020

The Provincial Nominee Program or PNPs are an integral part of the Express Entry program and one of the most cost and time effective strategies to migrate to Canada. All Canadian provinces, except Quebec who work in association with national federal Express Entry process and select their respective candidates in the same format as that of the national federal program with minor variations as required for each province. Once the candidate has been nominated for provincial program he is assured to selected in the upcoming Express Entry draws and achieves the significant points in the Comprehensive Ranking System (CRS).

What are the unique features of Provincial Nominee Programs?

Provincial Nominee Programs have been designed to further expedite the immigration process to Canada. They offer specialized immigration to particular provinces of Canada and are customized to suit the economic and social requirements of each province. The following are the most unique features of the Provincial Nominee Programs which distinguish them from the Express Entry program:

  • Custom Immigration

As any immigration consultant worth his salt will tell you, PNPs offer customized immigration options to Express Entry applicants. This means that you can directly apply for the province you want to settle in and if selected have the opportunity to move to the province of Canada and begin your life there.

  • Point-based Assessment

The PNPs calculate the viability of an immigration candidate on the bases of several factors. They use a downward scaling system wherein points are allotted according to the desirability of a candidate’s attributes. While this point-based system is similar to that of the Express Entry program, they differ from it in sense that their assessments are either out of 100 or 1200 points.

Also, some provinces provide extra points for choice of region of settlement. So, if you want to settle in a high-point area, you will be getting more points than if you were to settle in a low-point area. On the other hand, some provinces like Manitoba (check?) deduct points for applicant studying in or having work experience in other provinces.

  • NOC-based Selection

This is perhaps the most unique and lucrative feature of Canada immigration through PNPs. Each PNP makes the final decision to invite a candidate to move to Canada on the basis of their viability in the provincial economy. For this, the provinces make use of the National Occupation Classification (NOC) index where the job vacancies are listed category-wise and this is helpful in determining the local viability of each client. The most interesting aspect of PNPs based immigrations is that you don’t actually need an active job offer to immigrate to a particular province. As long as there is a job vacancy in the province for which you qualify, you can migrate there without needing a valid job offer.

Benefits of Applying for Canada Immigration through Provincial Nominee Programs

Once you receive a Permanent Resident card from provincial authorities and immigrate to the province, you will be eligible for several benefits. These privileges are almost similar to those enjoyed by regular Canadian citizens. The privileges are:

  • You can select your desired province to settle down
  • You can apply for most PNP programs without a job offer
  • You will get additional points depend on your area of training
  • Get nominated directly by the province instead of pool of candidates
  • Avail provincial benefits after landing in the province
  • Benefits after getting PR through PNPs
  • Live in Canada for indefinite time
  • Study and work anywhere in the province
  • Enrol in Canadian healthcare system to avail benefits
  • Get protection under Canadian law
  • Avail social and family security services
  • Sponsor your partner/spouse, child, parents and other relatives
  • Apply for Canadian citizenship after certain period of living in the province
Canada PNP without Job Offers 2020

Another exclusive and distinctive feature of PNP is that it makes the immigration easier by not making compulsory to get the job offer. The candidate can even get Invitation to Apply (ITA) without job offer. If a candidate demonstrates that he has the required working proficiency levels and there is a direct need for their specific skill set in the local provincial Canadian economy, then they can easily secure a provincial nomination from the province of their choice. It is advised that you go rigorously from top to bottom through the individual programs listed above to see which province would suits you best.

For the candidate who is planning to apply for the Provincial Nominee Program(PNP) from India there are two different ways of applications – Express Entry linked streams of application and Non-Express Entry linked system of application.

In the Express Entry linked streams of applications, firstly the aspirant has to create his profile in Express Entry system by filling every minute personal detail and by selecting the province of his choice. The authorities of that province will check the eligibility in accordance with their norms and will eventually shortlist the candidate from Express Entry pool themselves. The shortlisted candidates will receive the nomination from the selected province.

Another way is the Non-Express Entry System of application wherein the aspirant can apply directly to the Provincial Nominee Program (PNP) and the assessment of credentials of candidate can be done based on the eligibility requirement of the province and labour market demand. The candidates once shortlisted are eligible to be nominated by the province.

It is important to note that if a candidate is selected by the Provincial Nomination authorities then that candidate is eligible for the 600 bonus points in the Express Entry Comprehensive Ranking System (CRS) score, which means that as compared to other candidates who are in Express Entry pool, this candidate will score more and the probability to procure ITA(Invitation to Apply) increases. Provincial Nomination gives another chance to the candidates who were unable to meet the Comprehensive Ranking System (CRS) score requirement in the Express Entry Program to immigrate to Canada.
